    CONFIRMED NOT A WORKING SOLUTION. (solution still needed)

    To try this, do ALL of the following steps in a row at one time:

    1. Goto:  Settings / Date & Time

    2. Uncheck Automatic date & time.  (You may be thinking "I've done this before"...)

    3. Uncheck Automatic time zone.  (You may be thinking the same again.. be patient...)

    4. Set your time zone to GMT+00:00, Greenwich Mean Time.
              Yes, no matter what your real time zone is. (You probably have not tried this?)

    5. Manually set your time & date to the correct setting.

    It should now stay on the correct time. 

    My reasoning behind this:  I believe the server is already adjusting for your time zone, and the phone is trying to adjust this value again by the amount of your time zone (ex. Eastern time is -5 hours, so it subtracts 5 hours from the variable for time.) AND/OR The phone is applying the "time zone adjuster value" to the variable more than once.

    Why is the time not consistently wrong then?  Toggling airplane mode on/off corrects the time.  Have you tried your suggestion on a Centura or other model with this problem?

    I tried it, doesn't work, first time I booted into recovery it messed up on reboot

    Are you using CWM?  I got same results as you.
    no I'm using twrp and I've already tried setting the time zone in twrp to gmt 00 as well with no luck

    I've been toying with the idea that maybe it's a gps issue. GPS sensor tells phone you are in some random spot and phone adjusts the time for that time zone. This makes the most sense to me since when the time is off, it is by whole hours and seems to be a random number of hours. I tried changing/adding a bunch of ntp servers to the gps.conf but it didn't change anything.

    More info on this issue: 

    If your phone is displaying the correct time, then you put the phone in airplane mode (cell radio and wifi both off), then youe restart your phone, the time will be displayed correctly, but if you restart the phone again, the time/date will become incorrect and will show
    (LOCAL - GMT_LOCAL_OFFSET)
    instead of
    (GMT - GMT_LOCAL_OFFSET). 

    Even if your are using ClockSync or any other app that needs cell or WiFi signal, the time will of course remain wrong due to have not cell or WiFi signal to get sync data.

    If you continue rebooting in airplane mode, the time will continue to go backwards by GMT_LOCAL_OFFSET.

    This behavior is not related to the Automatic date & time or Automatic time zone check boxes.

    The point is if you're going to be doing multiple reboots or your phone reboots itself multiple times with no WiFi and not cell signal, expect the time to be wrong due to the bug on this phone.  Turning WiFi or the cell signal on corrects the time immediately on my phone.

    It's odd how the time stays correct after the 1st reboot in airplane mode, but gets incorrectly decremented by -GMT_LOCAL_OFFSET from the 2nd reboot onwards. 

    Hopefully all this gives Samsung engineers or the area51 team, or any other coders out there a clue on fixing this problem ;) .

    I tried what OP said in post 1, and rebooted twice, then rebooted once into CWM, then rebooted out of recovery, and time held correctly.  Remember, after you uncheck both boxes, you must set the time zone to UTC and set the date and time manually to your local time.

    I'm going to stick with using ClockSync since I have either WiFi or cell signal normally when phone reboots, but for those are still having problems after using ClockSync, give OPs instructions in post 1 a shot - as they worked for me in my quick test described above.

    This doesn't sound right to me... I have seen my time off by what seemed like random numbers without rebooting. My GMT offset is -6 (CST in the US). Since 24 is evenly divisible by 6, and if I understood your post correctly, then by that logic, I should only be 6, 12, or 18 hrs off from the correct time, but this is not the case.

    The problem I've read about is the clock being off by -GMT_LOCAL_OFFSET and I've also seen it on multiple Centuras.

    Did you happen to try what I suggested to reproduce the problem on your phone?

    I don't doubt your phone is doing some random clock offset thing.  I've never seen that on my phones.  Do you have an aggressive app killer, go-to-sleep type app installed, or memory manager tweaks installed?

    The Centura that I had with a bad ESN never lost time. However my working Centura only looses time when I put it under my pillow to keep it away from my kids when I sleep.  Don't know if that will help y'all get to the bottom of the problem or not.

    Would appreciate it if anyone tries putting phone in airplane mode, then rebooting/restarting/rebooting-to-recovery the phone two or three times and recording/reporting time errors for each reboot to confirm what I found and posted previously.

    Also, if you've seen time-off issues, was it -GMT_LOCAL_OFFSET or some random offset?

    mine always goes 7 hrs early, so if I really need my phone as an alarm I  set 2, 1 that's right and 1 that's 7 hrs early lol.

    None. I download ARC 1.3 and removed all extra apks plus some stock apks.

    I confirmed this as well. I'm working on a kernel at the moment so I'm  going to try and dig through the source and see if I can fix it

    Old topic, but is there a resolution?  Just started using my centura again and the time is off as many as 5 times a day.  Turn it off and reboot the time is right again.  Did everyone just learn to live with this monumental bug, or is there a fix.  Couldn't find a cure.

    It also has an unrooted mode I believe. It has auto-sync options at specified intervals as well, and can sync at boot, only when screen is on, etc to save battery. I usually just open it up once a day and sync - usual deviation is less than a second.

    Also, there is smarttimesyncpro.  It uses gps as well as ntp in case you don't have internet connection.  There's a free version but only the paid app syncs automatically in the background.  Need to be rooted.  Its the one I'm using right now.  Might want to install it as a system app or lower nice settings (higher priority) to try to prevent it from being killed by oom manager in heavy workload situations.  But if you have default oom settings this usually isn't a problem.
