Most phones need 3/4G for MMS IME. As for forcing 2G/EDGE/GPRS, I couldn't tell you how to be honest as I've never figured that trick out.

What I have done to help limit data usage on 3g is I installed Droid wall and blocked everything except mms, Google voice, and the android browser (stock).  When I am out this should help.
@ Daddy366 - If you disable mobile data its off 2g / 3g nothing data wise works.  I do still receive texts ( the ones to that phones number not GV )

Update: I also had to enable email under 3g to get Google voice to communicate.
