Have you already tried a hardreset? Fix perms via cwm/twrp?

Since you have cwm then you must know how to go into recovery.

Anyways boot to cwm recovery and youll see a line with the words factory reset select it and press yes.

Since you in cwm recovery mode you should fix permissions by going to advance and youll see it  at the bottom.

    Hopefully itll go smooth

If not flash a freshly ROM do the steps as above.

Hmm either it might be the play store ,google services or similar app. Something that syncs and links to your google services/ google accounts.

So i suggest to flash a fresh rom and
Fix permissions via cwm thatz all

°i had the same issue as yours °eventually (i deleted the old vending apk and replace it with the newest update apk.{ as a system app)  and set the RIGHT PERMISSIONS, before a reboot/restart.

°had to do factory reset since all android needs an email to download/browse the playstore. usually its synced so its all-linked to yours, all google services weather its playstore or gmail ect.

°after you do a factory reset and do a reboot, youll get a popup asking to sign-in to your account/s

    °BACKUP YOUR APPS ECT FIRST!
    titanium backup will do

    1. Flash the 1.6GHz or  2GHz overclock available on this forum.

    2. Reboot and run your CPU speed controller application. Ex: Voltage Control

    3. Grant it root privs.

    4. Set CPU govenor to Interactive or Performance. Interactive is like OnDemand, but it ramps up CPU faster which in turn you get less lag. Performance locks the CPU to the fastest speed possible, but eats your battery.

    5. Set I/O Scheduler to Deadline ,SIO, or CFQ. Deadline is almost a realtime scheduler, but may be unstable if the system get loaded down. SIO is simple and stable, but may give slow read and write speeds. CFQ is more balanced and is stable.

    6. Install a fstrim application and run it.

    7. Sit back and enjoy the better performance! If it's still laggy, read the quick guide on the Centura on this forum.

or you could wait until I release my new rom, MyOS. It will be pretty nice, fast, and powerful. Customizable beyond your hearts content! :)
